Win Perfomance question

after I run Win Performance, I got a message that says a program is wausing
Windows to shut down slowly..

That program says :Name Setup.exe
Filename- setup.exe
softwear- Install Shield softwear...

What do I do to make the system run faster and what does this message mean?

Sounds like you have a leftover installer still running. Probably from a bad
or incomplete installation. Try and find it & disable or remove it. You can
uncheck Setup.exe in msconfig, Startup, but it would be better to find it and
remove it. Look at the path in msconfig to track it down.
