You haven't disclosed any information about your OS but judging by the format of the crash report I'm guessing that the OS is a version of Vista. In any case to avoid any problem with home page and add-ons see if you can Run... (e.g. press Win-R and enter ![]() iexplore.exe -nohome -extoff If that opens an IE browser window you will have to click on the Stop button in order to do anything with it. It looks third-partyish to me but I have noticed that Vista has been getting creative with providing pseudo module names in this field so perhaps there really is a normal Control Panel applet called VersionCueCS3 and the crash is just occurring for some reason while it is not loaded?
