Vista - Cryptographic Services service failed to initialize...

These Red Alerts are happening all of a sudden in Event Viewer/Application
Logs.

They'll occur every 9 seconds in Groups of 3, then stop, then mysteriously
start up again.

All the other logs are fine. Cryptographic Services is started according to Services.msc

Details as follows. Any ideas anyone as I can find nothing online pertaining to Vista?
