Right click...New menu contains nothing...just says "empty"

    Right click...New menu contains nothing...just says "empty"

    Vista Ultimate with Office 2007
    When I go to the new menu by right clicking, or File...New...It just says
    "empty."

    I have read extensively about the ShellNew keys, and how to add things to
    this menu. When I search the registry, these keys are there.

    I recently installed Adobe CS2, 2003 Admin Kit Tools, 2003 Resource Kit, and
    changed the configuration of Office 2007.

    I am not sure at what point this happened, but now I can not get to anything
    in that menu. Currently the only way for me to create a new folder is to drop
    to the CMD prompt, and MD myself a new directory...This is VERY problematic.

    It looks like the registry search that looks for the ShellNew keys is
    broken. I am not sure when this happens...on the hover/click events for the
    "New" menu item, or on the right click event. It does not appear to be
    working at all.

    I need help with this as soon as anyone can spare the time. I have spent
    about 3 hours on this problem at this point.

    Is there a .dll in charge of handling the search of the registry for the
    ShellNew keys?

    I am hoping that I can register that or something.

    More info...
    On an old profile that was created before the issue happened, the New menu
    is NOT empty. All expected entries are there....Folder, Compressed folder,
    text file etc...

    On a newly created profile since the issue the menu IS Empty.

    On any of the profiles where the Menu is empty, the programs list above the
    All Programs link is also blank when I click the start ... uh... circle.

    I would really appreciate any help that anyone could offer...

    BTW...My version of Vista is Ultimate...

    ....I hope people don't see all of my replies and think someone is helping
    me...
    In Event viewer, is see the following event:
    Source: User Profile Service
    EventID: 1542
    Details: Windows cannot load classes registry file. DETAIL- The system
    cannot find the file specified.

    I can find NO details on Micorosoft.com for this event, and I can only find
    information on registry files for Windows 95/98.
