CPU and Memory Allocation

I keep suffering random reboots and have noticed that my CPU is running at
about 95% when the reboot occurs while my RAM (2GB) is only at 56%
utilization. Is there a way to correct this within Windows? Can I
reallocate how much RAM is used vs CPU processing. I am currently unable to
do any video editing due to this problem.

Not directly - you need to look at what processes/applications are doing
this to your system. It is most likely them and not Windows itself

I have tried this. I've even gone in and shut down every application not
necessary at the moment. I'm trying to use Pinnacle Studio (as I've done for
years on XP) but keep suffering from reboots. The processor is running at
full capacity while the RAM is at 50%. It's a head-scratcher for me.

I assume you are version 10.8 or later ? As these are the only support
version that work on Vista.

If you CPU is still pegged at 100% with no apps open then you have some sort
of problem.
Look again in Task Manager (make sure you turn on to display all processes
from all users on the processes tab) and see just what is chewing time.
