Vista - unable to create WFS account after reinstall

I reinstalled 32-bit Vista Ultimate on my computer yesterday and I get the
"an error has occurred" message when I try to connect to my fax modem. I
installed the latest driver for the modem prior to attempting creating a fax
account.

Funny thing is, WFS worked perfectly before I did the reinstall, and with
the exact same driver and driver version! I had to do a reinstall because the
public SP1 RC was giving me stability trouble with some other software. WFS
is also failing to acknowledge my scanner, which works with its own driver
and wizard. I have a Toshiba software modem (Agere), which is certified for
Vista.

The telephony, Plug and Play, and of course Windows Fax services are running
when I attempt this.

Any help would be greatly appreciated.
