Is there any way to take a picture from a magazine and scan it, and change it
to a format than I can get a regular picture printed (as from a camera) ? I
am trying to ultimately format media to have made into slides. Thanks for
considering this.

Sure. The most common format cameras produce is jpg. Scanners can
easily produce jpgs too.

Please bear in mind the laws of copyright that may protect the work you are
trying to copy and then reproduce in another form. If you plan to use the slides
in any commercial or public way you need to take this into account.
