Vista - Windows Fax and Scan (WFS) ignores the initialization commands

In Beta I was able to set the initialization commands in Phone and modem
Options in the control to have my modem perform a Silent answer and it worked.

Now with Windows Vista Ultimate installed Windows Fax and Scan (WFS) ignores
the initialization commands.

Does any one out there now how to get Windows Fax and Scan (WFS) to accept
the initialization commands or the way to set them up in Windows Vista
Ultimate.

I have work with Microsoft support on this isuue and they do not have a
answer.
