Error accessing Remote Services on Vista Machine

Hi,
I am using "OpenService" API to open the service on remote Vista Machine
with "SERVICE_ALL_ACCESS" from Win2k machine.
This API is failing for some of the services like:
Certificate Propagation
DCOM Server Process Launcher
Group Policy Client
Microsoft Digital Identity Services

I am able to open most of other services. I am having administrator rights
on this machine, then too it is failing.
Most of these services are new in Windows Vista.
Is there any special privelege that I require to open these service with
"SERVICE_ALL_ACCESS" flag Or is it a bug in Vista?
If not a bug then how can we Open all such services?


Any help is appreciated.
