Which security zone shows then? You may have to use a Mark of the Web
comment to make sure that your Homepage shows the Internet zone instead.

BTW that's a guess. I don't use Vista but I have read that it makes IE7
more restrictive like that.

Hmm... a quick search on that tack shows that IE7s Protected Mode
would be another significant difference to think about as a possible cause.
I know even less about that feature of Vista. ; }

Cross-posting to Vista Security in case someone there has a better
handle on those differences or any other cause for your symptom.

What is the actual question? Is it how to use the MOTW for a local homepage?
If so, the answer is here:

If the question is how to make the default homepage show up in all new tabs,
then the answer is:
1. Click Tools
2. Select Internet Options
3. Click the Settings button next to Tabs
4. Check the box for "Open home page for new tabs instead of a blank page."
5. Click OK twice.

Did either of those actually answer the question?

The only significant difference that I could infer from the symptom description
is that when Ctrl-t doesn't show him his local file for a new tab page
he already has a page from some other security zone (e.g. Internet zone)
showing.

as a new tab page only when the same file is still open as a Home page?

FWIW I can't reproduce this symptom on XPsp2 with IE7.
E.g. I just changed my Home page to file:///F:/netstat.txt
(which opens showing My Computer as its security zone)
and I changed my tab settings to use my Home page
as a new tab page. I can open more of those "Home page"
tabs regardless of the zones showing in any other tab.
I think that this is a sufficient test of the problem scenario
from the symptom description. However, I don't have Vista
so I can't test it under the OP's OS.


No. That was my suggestion as a solution which could make all tabs
show the same security zone (if that is the cause of the problem symptom.)


I assume from the symptom description that that option is already in effect:

I was thinking that MOTW might be a workaround but wasn't able to offer
a clear explanation of why it would be necessary. Vista's Protected Mode
struck me as a possible explanation (e.g. difference for IE7 between XPsp2
and Vista) but I wouldn't know why.

Machine Zone prohibits navigation from a page in that zone to a page in the
Internet zone within the same browser instance. If you create a web page
locally that you use as your homepage that page will be in the Local Machine
Zone. If it has links to sites on the Internet, those are in the Internet
Zone. If you click on one of those links it will open a new IE instance for
the new page because otherwise it would violate the cross-zone navigation
restrictions. However, if you put MOTW in your homepage and tell IE that it
came from the Internet then you have a page in the Internet Zone navigating
to another page in the Internet Zone. That is why MOTW is essentially
required for this usecase.
