Vista - Installed IE7RC1 on 8/24 can't install yahoo.toolbar or Flashplaye

I installed IE7RC1 on 8/24. I then tried to install yahoo toolbar &
flashplayer 9 bundle and was given the error "You do not have access to make
the required system modifications. Please rerun this installation from an
administrator account. Well I am an administrator with full rights and was
logged in as such. I tried installing them separately. I didn't get an error
but they wouldn't install either. Does anyone know of a workaround?

Only thing I can suggest is contacting Yahoo to make sure that their tool bar is IE7 compatible.
