UAC won't let me create standard account

I got my new computer a couple of days ago, and created an administrator
account immediately (i'm logged into it now). I keep trying to create a
standard account for my wife, but when I click on the Add/Remove Account link
nothing happens. There's a windows shield next to it, so I expected to be
prompted for my adminstrator password. Again, nothing happens. What am I
doing wronge here?
