IP Address

So, from what i have read, an ip address can be traced to an individual
computer... Is there any software program or hardware equipment out there
that will forever hide/scramble my ip address from all other users on the
internet? im not at all that tech savvy (so, simple answers please) and
question number two: can the ip address of a computer be confirmed (or
matched or whatever) if the hard drive has be wiped, overwritten and drilled
through (with a power drill), or is the ip stored some where else on the
computer?

It is necessary in order for other network devices to be able to
communicate with your computer. It's like a return address on
an envelope. If you hide or scramble it no-one will be able to
reply.

There are ways to leapfrog among many relays so that tracing
backward becomes problematic.

The IP address is assigned by the internet service provider. The
actual computer using that IP address is irrelevent. My assigned
IP address would trace to the cable company's wireless access
point/router no matter what computer(s) have access to my wi-fi
local area network.

If my wireless access point wasn't securely locked down, anyone
driving by could access the internet using "my" IP address. No
need for their computer to have stored that address because it
would have been translated to a LAN address by the router.
