Vista: no BITS service, no automatic updates

My father-in-law has windows vista home premium.
He can no longer get any automatic updates, this generates error code
80246008. Support information refers to a corrupt BITS service. However, the
BITS service is missing among the Services. Downloading files from
http://support.microsoft.com/kb/940520 does not restore the BITS service.
Can anyone advise?

0x80246008 WU_E_DM_FAILTOCONNECTTOBITS A download manager operation failed
because the download manager was unable to connect the Background Intelligent

Transfer Service (BITS).

You receive an error message when you try to download updates from the

Windows Update Web site or from the Microsoft Update Web site, or when you

Hi all,

Thanks for your replies!

Important is that the BITS service is simply not present and that this is a
Vista machine not an XP. Suggestions by Mick and Salvador probably for one of
these reasons did not solve the issue.

Engel: I'll pass on yours, but Vista is not mentioned, only XP and other
platforms.

I come back with more news asap.
