Vista - Windows Defender Error and Admin Error

Not even a week ago I ran into an issue where I wasn't able to run a .exe program it tells me it can't access the files.

Then when I tried to log into the admin it tells me it can't load the profile.

When I try to run a scan to see if there are issues, I get an error.

So I can't log into admin, can't update defender, and can't load programs most of the time.

Is there any fix?

You may have a failing hard drive. I don't know what you mean by you tried
'run a scan - malware scan? disk scan? Something else? In any case if
you haven't checked the drive I suggest start there.
