Vista - Resetting Vista Password Expiration Fails

I have Vista Home Premium and want to set the feature that requires updating user passwords every 90 days. I followed Method 3 (CMD prompt)

But after entering the recommended command I get this error message:
System error 5 has occurred. Access Denied.

Does anyone know what this means? Is there a workaround?

05 is an access denied message -

One of the most common causes of this erro� code is the Anti-virus and
Anti-spyware software programs running on the computer.

You can try turning them off and then try again. Keep the
fi�ewall on though.
