Unable to access Service Control Manager

Hi,

I am using standard Visual Studio 2005 deployment to install an application,
and have a custom action that installs a device driver using the Service
Control Manager. However, on Vista (beta 2) I get an "access denied" error
when I call OpenSCManager, even though I allowed access in the UAC prompt.

The installation works fine in XP, and in Vista with UAP disabled.

Do I need to do something special to install a device driver?
