Vista firewall problem for making inbound connection

Hi to allllll
I am working on windows vista firewall.
By making vista firewall ON , I am able to establishing incoming and outgoing connection and we have one feature in windows firewall using that feature ie whenever we will send data outside on one port under firewall ON and within 60 second that port will be opened and we can send back the data to that port from outside.
So this thing happening properly on [COLOR=#3676a2! important][COLOR=#3676a2! important]windows [COLOR=#3676a2! important]xp[/COLOR][/COLOR][/COLOR] machine but on windows vist [COLOR=#3676a2! important][COLOR=#3676a2! important]system[/COLOR][/COLOR] some time happening some time not happening
This thing i am using for udp send and receive appllication under firewall ON on vista machine and i need vista firewall feature means what is extra feature from xp firewall
I need help plz help me
