Vista - RC2/Bitlocker/Non-TPM/ and gpedit error

I'm trying to follow the steps on switching on Bitlocker for Non-TPM machines
using gpedit.

When I run gpedit I get the following error "Error 64 Help String specified
more than once. The file cannot be loaded." in the following files:

c:\windows\inf\AER_2068.ADM on line 30:

c:\windows\inf\AER_3076.ADM on line 30:

c:\windows\inf\AER_2068.ADM on line 189:

c:\windows\inf\AER_3076.ADM on line 189:

When I click OK to these and continue with the steps Bitlocker Non-TPM still
doesn't work even after a reboot.

FYI: Only Windows Vista Ultimate supports BitLocker - I assumed it would be
at least Busines and Ultimate. I'm running both versions and couldn't
understand why the policy change worked on one and not the other. I cannot
fathom why BitLocker isn't supported on Business...
