Traffic Block

i noticed someone talking about blocking all inbound traffic of a IP, what
can i look up on to find out more about this? i am new to vista! thanks in
advanced.

You can do that with the Windows Firewall with Advanced Security (in
Administrative Tools).

I don't understand what you are trying to achieve by doing that though.
