No prompt for outgoing firewall connections?

I see that you can set the Vista firewall to prompt for incoming connections
    etc.
I would like to be able to set the outgoing rule to blocked unless a rule
matches and then have a prompt to let each app go out and make a rule to
    allow next time.
Other firewalls do this and I dont see that I can with the built in firewall.
    Is this right?

    Thanks,
    Michael

I was searching this function too but, i can't find it :-(
It looks like you can only set manualy rule for each program. No
prompt for set or deny automatic rule :-(
