UAC and Control Panel access problem

Please could someone help me. I've just installed Vista Business Upgrade on a
brand new Dell laptop (XP pro). When I try to access some of the links in
Control Panel I get a 'file not found' error. This happens with system /
remote settings; system / system protection and system / adavcned system
settings amonght others. system/ device manager asked for authorisation (as
it should). The only way I can get this to work is by disabling UAC, then
all the links work OK. Any ideas, thanks.
