Disabling UAC and Standard User Acct?

Is it just me or does this break the point of a standard user acct? I
disabled UAC and as a standard user I can install and do all the stuff
you're not supposed to. So I guess if disabled then you are always running
    as an admin?

If you are confused - don't answer. Let someone answer who is not confused
