Allow a program to run

Is it possible to enable a programe to be set to always be allowed to run. I
have just upgraded MS money and it now always asks me to allow because it has
an unknwn publisher

A manifest file can tell it the rights it needs, but there is no way to
"save" the answer to a UAC prompt.
