Vista - "Windows Live OneCare has changed your firewall protection level"

Is anyone else getting numerous notifications like this?
It always happens when I resume my laptop from sleep.
I get two such warnings spaced about one minute apart.
The first one says the firewall will be restricted because the
computer is connected to an unsecure network, and the
next one saying the firewall is on 'automatic' because the
network is no longer unsecure.
It happens with Vista but not with XP.

That is because it takes WOC a little while to see that your wireless
connection is indeed secure. Until it sees it as so, you get a restricted
notice.

You're probably right, but that behavior is very annoying!
WOC should stay quiet until it gets a stable analysis of the connection.

Yes. It is very annoying. This was bugged during the OneCare beta and the
bugs were dismissed as "by design." Allegedly, the target market for OneCare
wants to know when the connection changes status.

You can disable this change of level, and thereby eliminate the notice, managing
the network protection manually if desired.
Open Wndows Live OneCare
Change OneCare settings
Firewall tab
uncheck "Automatically change my Firewall protection level when I connect to an
unsecured network."

Stephen, does that mean that you have to manually set the firewall to
whatever protection level you want for each network? It sounds like that runs
the significant risk of leaving you unprotected if you forget, or is slow at
doing it.

Yes, that would be correct. Sorry for not expanding on that in my reply. The
default protection level would apply for all networks unless you changed it
manually. If you have a laptop and travel around, it would be a good idea to
*not* disable this feature, lest you forget to lock down your connection.

That is correct. You do not want your computer visible when you are in a
public location, due to security. So, you don't want to disable this.

I am currentally using Windows Interenet Explorer 7, or it's supposed to be
the latest version w/updates.

I am using Windows Vista Home Basic 32 bit version.

I am also using the Microsoft Finger Print reader w/latest updates "That do
work with my Vista", which I might add is a great program because I hate
typing in or double clicking passwords and information like that.

Ok here is my problem, within the last few days or so "Which I didn't
notice this problem untill a few days ago", When I log onto IE 7 and
internet my computer has started freezing and then ask me to make a
selection either close the program or reload it or stop it. It's really
frustrating. I have a feeling everyone is going to say it's the Finger Print
reader, but it doesn't happen with everything, I wish I could be more
specific as to when it happens but it seems to have a mind of it's on. As of
now I have UAC and IE7 Protected mode "ON", and plan to keep that on.
Although I have noticed that certain site's like yahoo's podcast site want
let me d/l or listen to their podcast on my computer with protected mode on.
Any idea's or thoughts would be appreciated. I am no expert and I know a lot
of you out there are! Thank you for your time.

One last thing and I hope I don't catch any crap over this but I have a
