CREATOR OWNER

I've just tried to change the status on a file on my 2nd harddrive from
encrypted to not encrypted......

I wasn't allowed. It said I do not have the permission. Access Denied.

If I right click it a new account appears at the top of security aying
"CREATOR OWNER" and it doesn't have any permissions allowed....

What do I do!?

Was the file encrypted under your current account? If it was encrypted under
a different account or on a different computer you cannot decrypt it using
this account/computer.

It almost certainly has nothing to do with the issue at hand. However,
CREATOR/OWNER is a special identifier that signifies the user that creates an
object and gives that user whatever rights CREATOR/OWNER was given.
