set Account Lockout policy with Vista Home Premium: how?

Can you tell me how to set Account Lockout policies with Vista Home Premium?
(Vista Home premium hasn't the Group Policy Editor)
Account lockout duration
Account lockout threshold
Reset account lockout counter after

Write a program that calls NetUserModalsSet with level 3.

Why do you want to set account lockout? Why not just set minimum password
length to 8 or 9 and teach your users to use pass phrases?

If it's a fair password, obviously it's going to be difficult to guess. But
why give someone the opportunity to guess it regardless?

If the password is strong enough (8 characters and seemingly random) we'll
all be dead by the time it is guessed. I'm not sure about you, but I will be
beyond caring at that point. Use a 14-character password and the sun will
have imploded into a black hole and the earth will be hurtling toward it at
breakneck speed by the time the password is guessed. I'm guessing we will
have more pressing issues to worry about by then.
