IE Proxy keeps changing

Hi. I just recently purchased and installed Vista (new install) on my
notebook. I am using AVG for virus scanner, but only loaded a few
basic programs.

EVERY time I reboot, the IE Proxy (Tools/Internet
Options/Connections/LAN SettingsProxy Server) keeps changing back to
some china ip (220.181.31.44)

I do not want to use a proxy server and I delete it and I can connect
fine. Next time I reboot, it puts it back in which I am unable to
connect to the Internet until I disable it.

How can I disable this stupid thing permanently?

No viruses found or spyware with Defender... Can someone help please?

Tell us about these "few basic programs" you have loaded. One of them
doesn't happen to be a "surf the web anonymously" program, does it?

What other settings are configured in the Proxy server dialog?

Please do the following:
1. Window+R
2. Type msconfig.exe
3. Click the Startup tab
4. Copy down everything that is listed and type it in a response to this post.
