Window Update and after installation Notification ballon bugs.

This might be some kind of Window Update notification after installation bug.

It's really weird that i have to restart the computer twice to get the
notification balloon that update was installed on the system tray. Is anyone
experiencing this bug or is this just normal.

when update is finish installing and it requires a restart it will not show
a notification ballon alert that update was installed when window start but
when user restart the system again (second time) user will get notification
ballon that update was installed when window start.

yes, i've got the same issue:
1. With a Standard users, WindowsUpdate automatically downloaded the updates.
2. No notification has been displayed, but I opened WindowsUpdate in order
to install them
3. restart my PC and used it for a few hours
4. on 12:30AM I completely shut down my PC
5. on 13:30AM I restarted my PC and I logged-in as usual in Standar user and
a notification balloon is appeared.
Why the balloon is not appeared after the installation??? Bug?

I always manually downloaded and Install the updates on Administrator
account. I don't download and install updates on standard account at all.
