more UAC issues

Running Vista Ultimate Retail with UAC enabled as per default, I am unable to:

1 connect to the internet; IE will open and attempt to find the site, but
runs at 100% CPU and never opens the site
2 change the User Picture; I am stuck with the silly sunflower. If I go to
User Accounts | Change your picture, no matter what I choose, either one of
the other silly pictures, or any picture from my picture folder, the User
Picture will always default back to that silly sunflower
3 Two start-up programs are blocked (Process Explorer v10.21 and Acronis
True Image v9.1)

However, if I go to Local Security Policy | Local Policies | Security
Options and change “User Account Control: Run all administrators in Admin
Approval Mode” to Disabled, the above issues go away. Now that’s fine, but I
understand doing this effectively turns off UAC since all UAC polices depend
on this option being Enabled!

What to do??

All help would be much appreciated.

What is installed on your computer other than Windows? Obviously there is
more on this box than just the OS. Whatever that is is what is causing all
your problems.

I can tell you right now that you should not have Process Explorer, or any
other program that tries to run as an admin, run on logon. That causes
several problems.

Thank you much for the clue about trying to run apps that want admin on
logon. I bought two books on Vista already, but didn't see any that had
Security in the title. Will look again ... vanilla ...
