Windows Defender vs. Startup Programs HELP!

Hi, I have a few programs that seem to have some problems.

Every time I get on I get a bubble that says "Widows has blocked some
Startup Programs." Now I can click in and select "Run" on them when the
bubble pops up but I can't seem to find anywhere a "Always Run" setting or a
"Allow this to run" setting.

For example, I have Kodak Easyshare software on my comp, now I'm not sure
what it needs to do at startup, but clearly something, because it's being
blocked. When I enter my Windows Defenter, and go to manage programs, 2 of
the three options are available. Disable, Remove, but Enable is greyed out.

What do I do? And I'm really computer illiterate, so as much layman's terms
as possible for me would be appreciated.

I have Kodak EasyShare on my computer, and I have no problems with
it running at startup. If I were you, I would uninstall EasyShare, and reinstall.
A new Vista version was released just last week.

Do NOT run the install in compatibility mode and do NOT run the install
as an administrator.

This is just one of the few programs I'm having a problem with. Any way to
make defender enable them always if I tell it too?

From my reading of this group, there is, unfortunately, no way to permanently
allow them.
I do not have this problem, and I am not sure that setting their executable to
NOT run as administrator would work.
I have tried to do this on some programs, not in startup, and it doesn't let me
change the Run as Administrator property.

if you run MSCONFIG, and go to the Startup tab, make sure the Kodak software
has a check in it there.

No you can't. Any program that runs at startup that is requesting admin
privileges will trigger this. You cannot selectively authorize a particular
program. There are all kinds of security issues with that approach.

You have to ask yourself, why does the Kodak Easy Share program need admin
privileges? There is no need for it, and why does it have to run at
startup. There is probably no need for that either. Check with the
software author for an update to the program that doesn't need admin rights.

But seriously, until that time comes, some programs DO need it to run (for
me it's Speedfan and DU Meter, both of which have problems running as a
standard user), and it's simply not practical to manually enable them every
time. So, given that, I went looking for a solution and found this page:

That's a "workaround" in the classic sense, since you have to take the
offending programs out of startup areas completely and schedule them, but it
does work.

What's surprising is why, per a post in that forum, disabling Defender's
service doesn't work also. How can Defender spring into action to block
programs when the service isn't running in the first place?

when you are in defender, click on show all users which will stop the
greying out (hopefully)

So any further thoughts on this? Is the conclusion that Defender cannot be
disabled entirely? Is that correct? If it isn't, then there should be a
way to defeat this startup protection.

I've tried the Scheduled Tasks workaround, but one of my tasks does not like
being started that way. Plus, tasks run this way leave "taskeng.exe" in
memory unnecessarily. Not to mention the hassle of setting up programs this
way.

There HAS to be a better way for getting programs that need to run as admin
to start automatically.
