Microsoft Access 2002 Runtime not recognized on Windows Vista

I have an application which uses the Microsoft Access Runtime (2002).
When run on Vista as a standard user, we get the prompt than
runaccess.exe is unidentified, and asks for an Admin password. Which
of course the standard user doesn't have. What can we do to make the
access runtime engine work as a standard user?

Thanks.

Cheryl
