Vista home edition blocks DLink's Opscore ActiveX install.

I'm trying to get to OPScore Network Performance Test that Dlink provides at
the following Link: http://games.dlink.com/test-your-network/index.asp
Exact error:
Windows has blocked this software because it can't verify the publisher.
Name: PerfTestCliActiveXProj_20060127.cab
Publisher: Unknown Publisher
publisher is correct Ubicom, Inc.

I not been able to unblock this and have tried disabling firewall, Turning
off all IE secrutiy, Running as admin, adding the site as a trusted site,
starting IE as admin, installing the certificate to my computer but Nothing
seems to work.
Any suggestions?

Sorry not posting with a fix but for those of you reading and offering
help this happens to me with WideOpenWest and their speed test as
well. Can't download active x, wont run the speed test.
