Vista - Administrator on Vista computer cannot change account policies.

New Vista computer. Log in as Administrator. Check in Control Panel, user
accounts, manage user accounts, select Administrator and look at properties
then group membership and ensure Administrator is in fact an Administrator of
the local computer.

Then go to Administrative tools (from control panel) and start local
security policy. Go to Account Policies and cannot change anything in
password policy or account lockout policy. The selections are greyed out.

How do I change them?

Just out of interest? So does the same thing happen when you reboot into Safe
Mode to then do the changes.

What version of Vista are you running?

goto start, goto run, type "mmc.exe", (without quotes), wait for it to open
up, when it's done, goto file, click add/remove plugins, wait for new window
to come up, scroll down on left side, choose "Local security policy editor".
click "add". click "ok". when window closes, click on the plugin, and on the
right side of the mmc, it will give you instructions, follow the instructions
for the opening/creating of a database. the main database will be in your
windows folder C:\windows\system32\security\security.sdb or
C:\windows\security\security.sdb once you open it, right click the plugin,
and click "analyze computer", it will bring up a window about a log file,
just click "ok", once it is done, right click the plugin, click "configure
computer" and then right click the plugin again and click "save database" it
will bring up a window, crete a new folder, and save the database as
security.sdb in that folder. then you should be able to use the security
policy editor. also, once you do this, you must goto the accounts thingy
(sorry, i can't remember the exact name) but at the very top, it will say
"Guest account enabled" and "Administrator account enabled", make sure that
the one called "Administrator account enabled", has the value set as
"Enabled". once you do that, you need to right click the plugin, and click
"Configure Computer", this will cause the changes to be commited.

There's 2 problems with your post.

1. There is no folder called security in \windows\system32
2. There is no mmc plugin called "Local security policy editor"

This is on Windows Vista. Don't know what OS your post refers to.
