I take it the 2003SP2 Adminpak won't install?

nope - says not designed for this os - even with compatibility ticked

yeah I just looked around on the web and it seems you can't install it
yet. I think the best you can do until a compatible version is released
is to RDP onto the server and administer AD from there.
