Unable to download and save or execute a program from Internet

Updated Windows XP Pro SP2 to Vista Ultimate

Program appears to download but if I try to save it, it appears to get
immediately deleted by the system. If I try to run it, the download appears
to complete but program does not start.

I made the site a trusted site and still have the same problem.

Help!
