security rights on desktop?

I may have posted this in the wrong section. I have 2 identical pc's
running vista enterprise and this 1 is telling me I can't copy, save or
make shortcuts to my desktop. Is there anything I can check that i'm
missing.

yes on both pc's I have full admin rights, not the standard rights.
