Volume Limit

Other users who use this computer listen to their (awful) music way too loud.
My room is right next to the computer room and it's very hard to live this
way. Is there any way of setting a volume limit or keep people from changing
the volume?

Simple solution, tell them to use headphones.

Not that easy, mate. They like to sing along with it, too. And they don't
want to sing alone. This person is very stubborn and absolutely will not use
headphones.
