The Base Filtering Engine service terminated

The Base Filtering Engine service terminated with the following error:
The specified procedure could not be found.

The above error is causing all dependant services to fail. I have tried
Dean-Dean's ideas of rebuilding the repository even from scratch. No luck.
I've searched around on the forums to no avail.

The executable "svchost.exe" is present in the appropriate directory. This
is a clean Vista Ultimate 32bit installation.

Any help would be greatly appreciated. I did this clean install due to all
the Vista errors I was having with the previous install. At this point,
Vista is just junk to me. I would like to get familiar with it, however.
