Vista - Live ID signup failing for over a month now..

I have been trying to get a TechNet subscription, but you can't activate the subscription without a Windows Live ID, and my attempts to sign up for one have been unsuccessful for quite a while now.

After I fight with the Captcha (usually takes be 10-12 tries to get through it) it asks me to fill out my email to "accept" the TOS, and then it gives me this error code:
LEFKPK~€ITSMQQSQVWTYZ

I've tried about a dozen times over the last 3 weeks, and it keeps happening. I've submitted a trouble ticket, but they haven't gotten back to me. Is there an 800 number I can call to try to get this sorted out?
