riptorn,
Why did you reinstall? I saw a Microsoft notice that this error could be caused by a HDD error. You may like to run a checkdisk.

You may also like to make sure your windows update is of the latest version: How to obtain the latest version of the Windows Update Agent to help manage updates on a computer

A suggestion for a solution I found on the internet was like the following:

1) from elevated command prompt as admin
net stop wuauserv [ENTER]
net stop bits [ENTER]

2) Go to your "Windows\SoftwareDistribution\Download" folder.

3) Look in each of these folders until you find one that has a .cab file
with a name that contains the update number that failed (i.e.
Windows6.0-KB929427-x86-EXPRESS.cab or something similar). If you can't find
the cab file there should be some other file in the folder that indicates its
number.

4) Backup then delete the entire folder (the one with the random looking
name) that contains that cab file

5) Repeat for each of the updates that are failing for you

6) net start bits
net start wuauserv

7) Check for updates and try to install them again.

Have you tried the Win Update Reset and Repair Tools solution?

You can also try running as admin from command prompt, first checkdisk /f as decribed in 3 & 4 in this tutorial, then a SFC /Scannow.

You can also download and install the KB947821 System Update Readiness Tool for Windows Vista. This tool is designed to fix your error (among others). You can download it and install it locally. Perhaps the first thing to do.

All this will generate a number of logs. Read more in the tutorial for SFC. KB947821 will generate WINDOWS\Logs\CBS\CheckSUR.log. There should also be a WindowsUpdate.log in c:\windows. Have a look in that one too. You can also find some additional suggestions in this thread, which unfortunately has not been reported as solved.
