Windows Cannot Install Updates - Error 8007041D

I'm sorry if this question has already been addressed, but I cannot make sense of any of the websites I have looked at in regards to this question.

I am using Windows Vista Home Premium x64.

Recently this problem has been occurring, looking back at my update history I have noticed that the last time any updates were installed were on the 11th November. When I try to look for updates, the progress bar does not get anywhere, and this is the same when I was able to see some updates to download, I would try to download them and it would sit on 0% for hours. When attempting to cancel it, it told me that I was not the administrator for the computer, despite being the only user...and it is set to admin.

The error code 8007041D has come up, upon searching about this error it said about the antivirus software Nod 32, which I do not use on the computer and never have.

Can anyone come up with any solutions to this problem?

It may caused by any other 3p security software too.

-Reset WU components in aggressive mode How do I reset Windows Update components?
-reset the HOSTS file How do I reset the hosts file back to the default?
-Run cmd.exe with admin previlliges (right click on cmd.exe as admin) and type

netsh winsock reset

+restart

If above steps don't help uninstall all 3p security software and reset the whole TCP /IP protocol How to reset Internet Protocol (TCP/IP)
