Problems with Windows Update

I cannot use or change the settings of Windows Update in any way, this is what I see when I open the agent:

Now, I've tried reinstalling the Windows Update Agent, but nothing changes. I have found no way of uninstalling it either. This alone is not the biggest problem, but the program has set itself to default and downloads hundreds of MB's of useless updates daily, which forces me to wait 30 minutes before the laptop turns on, and another 10 minutes of "reverting changes" because they "were not configured properly". Is there any way to fix this besides reformatting or reinstalling the OS? Install missing files? Somehow disable the agent? Uninstall it?

Also, this is probably somehow related too - every time i turn on the laptop all the font is reverted to italics and I have to install the Arial font every single time.
Any help will be greatly appreciated.
(Also, I'm not very tech savy so step by step guides or more detailed explanations will be much easier for me to follow.)

1.If you have programs like Spybot Search & Destroy or Ad-Adware then uninstall them,maybe you have bad luck and proactive protection in soft is corrupted that disallow you to apply changes what you want.Very rare case but possible.
2.If you have any extra language pack installed then restore to original language.
3.Run cmd.exe with administrative previlliges (right click on cmd.exe as admin) and type:

sfc /scannow

4.Prepare log from VistaSysInfoTool http://www.vistax64.com/tutorials/176785-vistaforums-sysinfo-tool.html

(select all)
5.Find CBS.log file in C:\Windows\Logs\CBS folder

Pack log from VistaSysInfo and CBS.log and attache to post

2.Windows Installer and Windows Modules Installer services are disabled,but both should be set to MANUAL,Security Center services is also disabled but it is not any very important service,if you want to restore it set startup AUTO(DELAYED)

please go to services.msc and correct settings,or if you prefer,you correct it through command prompt (your choose)

Run cmd.exe with administrative previlliges(right click on cmd.exe as admin) and type:

SC CONFIG MSISERVER START= DEMAND

press ENTER

SC CONFIG TRUSTEDINSTALLER START= DEMAND

press ENTER

3.Restart computer and create new log from VistaSysInfo (this time will be enough only services section),this log and log CBS.log file upload on rapidshare.com (as I said in my previous post)

You didn't run sfc /command before,but what is most important there is no change with services setting,i.e,Windows Update service is not fixed,If you've tried but no changes it would be caused by any virus.Please use this tool to diagnose computer Malwarebytes.org

(Also, this is when the Arial font problem started too). I've uninstalled it since, but I'm not sure if it was the reason for all of this to happen.

These disabled services are very strange :sarc:.

1.Apply below fix,due to problems with permissions for some keys (Administrators don't have full control for some keys which I want to verify),import below fix from System account

-download PsTools PsTools
unpack from there psexec.exe file and place it in C:\Windows\System32
-download this fix: View attachment ServFix.zip,unpack *.reg file, and place on your desktop

-run cmd.exe with administrative previlliges (right click on cmd.exe as admin) and type

psexec -s -i - d regedit

//this command will open regedit from System account//
-In regedit,File>>Import ->choose my *.reg script and apply and next restart computer

2.After reboot,run this tool View attachment 18611
when you run it right click and run as administrator,on your desktop this tool will generate folder with logs.Pack this folder and attache to post
