Can't Install .net Framework 4

I have a program which requires Framework 4 so I suddenly find myself needing it. I tried installing it through a Windows update but it does so unsuccessfully, saying it didn't install correctly.

I went to manually install it at Download Details - Microsoft Download Center - Microsoft .NET Framework 4 Client Profile (Web Installer) and a few other locations... the installation bar always loads to about 20% then it gives me an error saying "installation did not succeed" with "fatal error during installation" being the reasoning. I checked the log file and pasted it word for word below and if anyone has any feedback or help I'd REALLY appreciate it. Thanks so much:

If you receive error code 0x80070643 or 66A, then follow the steps below:

-Start
-Control Panel
-Programs and features
-Search for .NET Framework 4
-Select it
-Click on REMOVE OR CHANGE
-Follow the steps and select the Repair bullet (Do not Remove or uninstall it).
-Once the repair is done, restart the computer and try installing the updates. It should work then.

If the problem is still there,
-Go to Window Update
-Right click on .NET Framework, copy the details and then paste it on to Google search bar and download it manually as standalone.
-Install it.
-Hide the same update from Windows Update list by right clicking as it will be already installed.

A. Click on Start and click on Control panel.
B. Go to Program and Features.
C. Scroll down to Microsoft.Net Framework 4 Client Profile, right click it.
D. It will give you a choice of Uninstall/Change, click it.
E. Then, it will give a choice to Repair it, pick Repair it. It will take about 4-10 minutes to repair (with my PC) your experience may vary.
F. When completed, go to your update center, and update it again
