Windows Vista Home Premium Update Error 800700DE

On or about 9/28/2011, the last Microsoft Auto-Updates were successfully installed on the computer. Not until about 2-weeks later did I come to find the Windows Update was not working at all.

Upon a manual request to check for updates, the new (2nd) page was displayed with a left side vertical red border and red X, displaying error 800700DE, unable to check for or install updates.

At this time, the Updater was set for Auto-Updates, and all Microsoft programs (including Office). No prior issues were experienced.

Upon contacting Microsoft support, through remote assistance, many attempts were made but no resolution reached. After the Updater was set only as a Windows Updater, not for all programs, and the 1st screen when opening Windows Update now also displays in red as the 2nd (explained above). This issue did not exist prior to Microsoft making changes to the OS.

Microsoft then left the issue stating the OS is corrupt and needs to be repaired to resolve the Updater issue, *with the original discs*.

There are no original discs, only Recovery discs self-created. As these discs are currently inacessible for me at the time, Microsoft offered to order the discs to make the repair, yet never did (no follow-thru). In my further contact, I was then informed for the 1st time by another Microsoft rep if the discs they send are used to repair the issue, it would void out all manufacturers warranties.

After a week, nothing has been resolved upon repeat attempts with Microsoft.
I have checked to see if any new programs were installed after 9/28 to cause conflict, clear the cache/cookies regularly, defragged, have run several utilities programs, yet the error still persists. I have also run Microsoft FixIt more than 1x finding and repairing issues with the Updater, yet the issue persists. The only change since 9/28 is my location and Wi-Fi connection.

Oddly, Microsoft Security Essentials is still receiving auto-updates without issue. And, the computer is NOT experiencing any other issues, nor having any downloading or updating issues with any other programs/software or otherwise.

Bottom-line, personally I don't know what is causing the issue nor how to resolve it, but my gut is telling me the OS does not need to be repaired, that there are other steps to resolve this issue, but what?
