KB2999226 is installed yet shows as needed to updata

Hi,
I see that KB2999226 shows up as installed (important)
and as needed to install (optional). See attachments.
Is this a bug or a feature?

Well I have not installed the recent and optional KB2999226, nor was any important update by the same name installed in September. Your attachments are puzzling. Did you install any programs on September 20? Installers sometimes include necessary Windows patches.

No .exe installed on 9/20, only MSE codes.

Hmmm, the recent and optional KB2999226 for Vista was published 9/29/2015. However a quick search found earlier references to a Vista version (e.g. https://windowsforum.com/threads/update-for-windows-vista-for-x64-based-systems-kb2999226.213775/ from 9/21). I would infer that Microsoft has modified the Vista version. Windows 7 and 8 versions were published 9/15, but posts on other forums show that it was rated optional for those platforms. One possible course of action would be to remove the so-called important version shown in your attachment update1.pdf.

Aaah, and my oops.
I see from my copious notes that on 9/20/15 I installed Python and
it had a dependency KB2999226 "C runtime update".
I played with Python a bit and associated several versions of Python
with extension .py
Then I tried to remove some of those associations, and that got more
and more complicated as I tried to unassociate versions.
At which point I restored to a pre Python date to remove all Python associations.
I guess the restore left KB2999226 behind.
