reinstalling a fix

I went to http://support.microsoft.com/kb/3112148 but it's unclear what the cause is and how to reinstall this fix.

Apologies for any confusion, but this fix is for my Win 7 PC - not Vista. Also, my 2 recent failed fixes (KB3112148 & KB3112343) were sent to my Windows Update once again (I guess MS saw they failed and resent them accordingly).
