Why is .NET 3.0 supported only by a limited number of Windows OSs

WinFX\.NET Framework 3.0 can be installed only on Windows Vista, Windows 2003
SP1 and Windows XP SP2.

What is the basic reason for this restriction? I mean, which part of it does
not work on other OSs like Windows 2000?

I heard that it has something to do with DirectX, is that true?
