Solved Downloads hang at 99% Internet Explorer (SOLVED!)

I'm still a bit of a n00b here... but, I've found resolution to an age-old problem!

In Internet Explorer, sometimes Vista (and Vista x64, of course) users experience downloads hanging at 99%,

or,

the green progress bar in the dialogue box freezes at 99%. It can take 2 hours to an entire day for it to finish, or maybe not at all!

I've experienced this several times through several reformats.

FYI, in my case, it was because of installing Layered Service Provider (LSP)-related sofware which corrupted my browser for some reason. I only know that as soon as that went active on my PC, that's when the browser failed.

Either way, here's how to solve it!

It's "Temporary Internet Files"-related!

1.) Even-if you have hidden folders & files-view set to YES, you still can't access the right folder.

2.) From Control Panel --- Internet Options, do the following:

3.) On Browser History, you'll see a DELETE & SETTINGS tab. Click SETTINGS.

4.) You'll now see "MOVE FOLDER," "VIEW OBJECTS," and "VIEW FILES."

- Click "View Files."

5.) Typically, in Vista (also x64, it doesn't matter,) you'll see a PREVIEW PANE on the left-hand side of Windows Explorer! That should show the tree of folders leading to "Temporary Internet Files."

6.) RIGHT-CLICK the Temporary Internet Files folder on the lefthand side of the preview pane.

Click Properties within the context (right-click) menu.

7.) From there, assuming your downloads hang at 99%, you should see the "Read-Only" box filled. It should be UN-CHECKED! Click "Apply," then "Ok" after performing this.

8.) Periodically, you'll find that Internet Explorer reverts BACK to this problem. I haven't figured out a long term solution yet.

However, I can say, with certainty, that this is a definitive temporary fix for the problem. Hopefully this saves someone out there some time & an unnecessary reformat.

NOTE: Previously published solutions of re-installing Windows Installer 4.5, etc., do NOT work. I've toyed with this option & also all kinds of SDK's and like products. I even did a cleanup of the .NET framework. Every aforementioned option doesn't affect the browser but, moreover, just screws up the system more if you don't know what you're doing. Also, let it be said, that NO registry cleaners or any products of-the-like were ever used.

I wanted make this easy for anyone (all skill levels) to refer to, as it caused me problems for over a year!
