I wondor if this is a security issue. I realy have no idea of what i have changed. Function just stopped working.

I have done a system restore but Restore only allowed me to go back to 11/2/11. Ran CHKDSK, etc. and Played around with security settings. Still no go on downloads?

Can anyone help?

1. I cannot download files from internet. For example I go on thedell support page to download drivers.

I select files for download and as thedownload trys to start, the computer displays a mustard and white menu bar athe bottom of the screen that gives the choices “OPEN”, “SAVE”, or “CANCEL” Click “Open”, result: NO Action

Click “SAVE”, the computer againdisplays a mustard and white menu bar stating “file couldn’t be downloaded”,with options to select “RETRY?” ,“CANCEL” , or “VIEW DOWNLOADS” One oftwo things happen on clicking “RETRY”,

a.) Computer saves file to “Download”directory, without an .exe, etc. File extension. Renaming file with properextension allows file to run.

b.) Computer tries saving file, the computer again displays the mustard andwhite menu bar stating “resuming”, opens a 0 byte sized file in the “download”directory and hangs up.

What do I do?

2. General question on controlling directories and permissions todirectories in Vista.

Vista creates a Listof directories under the Administrator, including a “Desktop”, Downloads,Documents, Contact, Favorites, etc. WhenI open explore (right Click off the classic START button) The folders displayin green. What is the significance of the Green?

How do I controlPermissions and sharing of folders when, if I follow the help instructions, myselection options are grayed out, so I can not select them?
:(

My big problem isnot being able to download Files, Video Files do not download either.

I uninstalled IE9to IE8 andrebooted. The computer worked normally, and I could download,. at least until the next time I rebooted. I went on the Dellsupport page and updated all of my drivers. With the reboot, IE8 again did not download, same as IE9.

So I uninstalled IE8 to IE7 andrebooted. IE8 did not allowDownloads.

So I reinstall EI9, no fix. Tried process several times

This problem happened suddenly,I wonder if it is a Virus. I run MicrosoftSecurity essentials, Malwarebytes' Anti-Malware, and Advanced System Care4. Nothing detected, even with full scan.
